Crime
In 1977, Phillips lured two building
contractors he knew from a cocaine deal to a deserted lot south of
Chowchilla with the promise of stolen insulation. He shot Bruce P.
Bartulis to death and wounded Ronald Rose, set fire to both with
gasoline and hit Rose with his vehicle. Rose survived. Appellate
Judge Andrew Kleinfeld noted Phillips ÛÏput out contracts to
killÛ potential witnesses. Madera County Dist. Atty. David
Minier hid the fact that he had agreed to drop charges against
Phillips' girlfriend in exchange for her testimony, prompting a 2012
state Supreme Court ruling ordering a new trial for Phillips.
